ONI STILL BROKEN

The past few games with Oni have been impossible to play with his bugged ability. I cannot stand starting a game and not knowing whether I'll be able to play a normal game with my ability or as an M1 killer.
I tried playing him again after the update but he is still broken. HOW IS THIS POSSIBLE?
And they have the audacity to add a legendary outfit to him, when NOONE is going to play him because he is stil BROKEN.

On PC and I jus tcan't believe he's still not been fixed, or at least adressed by BHVR.
