[PC] Hooks respawn almost instantly

Description of the issue:
My friend sabotaged a hook with a toolbox. Directly after finishing, he was downed by the Killer (The Nurse). The Nurse picked him up, hit me once and then hooked him on that exact hook he just sabotaged. The Killer only had one Perk which was Thanatophobia. This makes sabotaging useless, since he couldn't even have wiggled free in the short time until the hook was back up.
How often does this occur:
So far, just once. I reported this just after it occured for the first time.
Sadly I do not record my games so I can not provide game footage.
