A Bunch of Killer Perk Revamps/Reworks/Buffs

Thought I'd make a thread about perks and how to maybe improve some of them? I ain't a game designer, so I cannot actually say if its balanced or not.
Mindbreaker
- Now adds a second of exhaustion status debuff for every second worked on a generator, up to a maximum of 10/20/30 seconds.
Overcharge
- In addition to a difficult skill-check when survivors start repairing a kicked generator, the generator regresses 100/150/200% faster.
Knock Out
- Survivors downed by Killer basic attacks are inflicted with Blindness and Oblivious for 10/20/30 seconds, on top of not being able to be seen by other survivors outside 32/24/16 meters.
Cruel Limits
- Time for windows blocked is increased to 60/75/90 seconds, from 20/25/30 seconds.
Monstrous Shrine
- Hooks take 50/75/100% longer to sabotage. If a survivor is Sacrificed, the Entity instantly repairs any destroyed Hooks on the map.
Surge
- Explosion damage reduced to 3/4/5% (from 8/8/8%) but there's no longer any cooldown.
Deathbound
- On top of being Oblivious, the survivor who triggers Deathbound (by healing a survivor 32 meters away from the killer) will also be Exposed.
Furtive Chase
- Each token of Furtive Chase decreases Terror Radius outside chases by 4 meters, instead of reducing Terror Radius inside a chase by the same amount.
Hex: Huntress Lullaby
- The hex won't reveal itself (as a hex icon on UI) until a skill-check is missed.
Hex: Ruin
- The hex won't reveal itself (as a hex icon on UI) until a survivor stops repairing a generator without finishing it.
Lightborn
- On top of immunity to being blinded (from Flashlights and Firecrackers), gain 5% movement speed for 6/9/12 seconds after being shined upon.
