New matchmaking where? (PC)

We had rank 5-16 killers all the time after new matchmaking announcement, which was like 10 games at least.
Only 1 or 2 was able to get 1 or more kills.
Matchmaking where? Is it on PTB or something?

Playing solo Rank 1 you always get one rank 1 and 2 rank 15 or less.
SWF is getting low rank killers.
