Map offerings

I was just in a game and used a map offering and someone else used a different map offering and neither of the maps was chosen for the game but my offering was still burnt. Is that normal?
I haven't been playing that long so I'm not sure if this happens or it's a bug of some kind.

yes it's normal it's ur offering vs the another one (50%-50%)
