Legion Feral Frenzy recovery effect on normal hits

As the title states, when dealing damage with a basic hit as legion as of late my screen will darken as if I had just cancelled out Feral Frenzy and was in the recovery state.
Platform is PS4
Im able to reproduce the effect with any addons and perk combinations so I am unsure what the real cause is
It has been occuring for every single match as Legion since the 4.1.1 hotfix
