PC - Creating Group - Restart or Revoke

If you want to create a group it's not a simple task and should be. Right now you always have to restart the game or use the revoke shortcut just to form a group. Anytime someone new joins you have to do it all over again.
This has to be a bug, right? It wasn't like this in the past.
