Buffing Stranger things perks.

Baby sitter: When within 8 meters of an injured survivor, you both get the Haste status effect. If you take a protection hit, the injured survivor keeps the Haste status effect for 30 seconds. Your aura is revealed to the killer for 8 seconds and the killer's aura is revealed to you for 8/10/12 seconds.
Camaraderie: Your hook timer is increased by 6/7/8% for every survivor still alive up to 18/21/24%.
Second wind: Remove the requirement to heal someone to activate the perk.
OR
Healing a survivor activates the perk. If you have been injured and outside from the killer's Terror radius for 30 seconds, you become Broken and get healed one health state after 34/32/30 seconds.
You lose Broken effect if you have been healed or downed.
The perk deactivates if you get healed.
Surge: Remove the requirement for downing a survivor with a basic attack and remove the cooldown.
Cruel limits: When a generator gets completed, all windows are blocked for 40/45/50 seconds. Also kicking a generator will block all windows within 24 meters for 10 seconds.
Mindbreaker: Survivors working on a generator are afflicted with Exhaustion status effect. If a generator has less than 50% of progress, survivors are also afflicted with Oblivious status effect that goes away as soon as they stop working on it.
Any existing Exhaustion status effect timers are paused while the Survivor is repairing a Generator. After ending the Repair action, the Survivor is afflicted by the Exhaustion status effect for 3/4/5 seconds.
Better together: In 32 meters you also see generators highlighted by a yellow aura if someone's working on them.
Fixated: Increase the walking speed even when injured.
Inner strength: This perk is fine.

Babysitter sounds far too strong. How much of a haste are you suggesting?
I would also propose that Inner Strength could use at least one buff (admittedly this isn't my original idea): a token system. You can cleanse multiple totems without activating the perk; then each time you are healed through it, a token is removed.

I use inner quite a lot and I think the perk is great. For babysitter I wanted to make it more of an anti tunnel perk so the killer gets a choice to either keep tunneling but that survivor will be faster or go after you. I might just remove if you are in rage with that survivor you get Haste.

Maybe for babysitter add 5% haste to the saved survivor for 10/12/15 seconds that way they can get to somewhere safer
Also Cruel limits making all windows blocked for up to 250 seconds every match seems like a bit much

I thought the same but it only blocks windows. Survivors can still use pallets. Also compliting 2 gens at the same time activates the perk only once. For babysitter I don't want to make it an unhook perk because no matter what, Borrowed time will do a better job.

But secondary thought, use them together to give the unhooked guy an even better chance

I think I would rather use other perks than to waste half of my perk slots for unhooking. I thought that was also the reason why noone runs babysitter in the first place. Borrowed time is just good enough anyway.
