Cross-progression Question

I was just wondering, if cross-progression were to come, would characters transfer between platforms or would you have to buy the dlc again?
I have an idea as to how the devs can implement this into the game without it being complicated.
Im fine with my progress not being merged, but I would like to not have to buy every dlc again...

They said cross purchases will be a thing and there will be a separate BHvR account where your progression and purchases will be merged.
they haven’t explained how it will be implemented though and said that some licenses might be handeled differently (see NoES license on switch for example)
