Mindbreaker taking away exhaustion perks

Just played a game with a wraith Using Mindbreaker. Repeatedly in the game i would wait for the exhaustion meter to run out so i could use sprint burst but nothing it would not give me the perk until i was hit by the killer then it would suddenly active. Another player in the game also said the same thing was happening to him again with Sprint Burst. I am assuming it was related to Mindbreaker as it would only happen after starting a gen and being given exhaustion
