Currently it is very difficult to pip as Killer. I remember back in the second Emblems PTB the values were actually perfect for both Killers and Survivors, so I don't know why they were changed.
Overall, the best way to fix this is to just decrease all required values(except for Devout, obviously). At least in the game's current state, all emblems are quite difficult to achieve more than silver on. Perhaps if the game was more balanced then the current values would work, but right now the values should just be reverted to what they were in the second PTB. The First was way too easy, the second was near enough perfect, and now these values make it even harder to pip than the Victory Cube at times.
