Guaranteed rank 3 in character specific perks

Not sure if it was just really bad luck on my end or not, but I think if we are leveling our character such as Claudette etc at the end of rank 50 we should already have tier 3 of the character specific perks. Since the lower rank requirements for perk slots, I was thinking this could be added in.
So basically when you are able to prestige you would have tier 3 of botany knowledge, empathy, and lastly self care + the slew of other perks you would want.
