Why do console players not have access to the endgame chat?

I don't know why they dont, but I would like this to be added into the game.

Y...E...S... SPACE... T...H...E...Y... SPACE...S...H...O...U...L...D... (5-10 seconds every time you see the 3 dots when writing with a controller, there's your answer)
