Territorial Imperative not activating when survivors enter basement

- Several times throughout the match, I hooked a survivor in the basement, moved far away (halfway across the Hawkins Laboratory map), and then I get a loud noise notification tellng me that they have been unhooked even though Territorial Imperative never activated.
Either the Entity's messing with me and letting every survivor I hook in the basement self-unhook, or there was already a survivor hiding in the basement lockers before I even got there (all 3 times this happened), or the perk's bugged.
The perk should be changed and should only light up when far enough away from the basement for it to trigger
