Fixated should work when injured as well.

Why should Urban Evasion work when injured and instead Fixated doesn't?
I think the perk doesn't see much use expecially because it has almost no benefits, and 1 of those 2 benefits goes away when injured. a 20% bonus in walking is not that much of a deal since you'll be mostly running when being chased.
