no skill level 3 persistent

there is no level 3 "persistent" skill, perhaps a bug because I did not take the upgrade (persistent for everyone). I pumped all but one skill, level 50 of the web already 15 approximately changed there were always 4 skills now in general 3 ...

The teachable version of the perk is considered that perk, so the same perk cannot appear twice on one blood web. It's a good perk anyway, well worth having unlocked.
