Have any of the devs stated what the endgame goal is for ultra-rare adding?

I know that they said in the past that they want two ultra rares for each killer in the Billy &. Bubba Rework. There are some that very obviously synergize, some that aren’t so obvious, even ones that have anti-synergy.There are some that seem bad on paper but are good and vice versa. There are some that are just strong. Most of the killers have at least one that involves tracking. There are some that just are considered bad in practice and paper. And the huntress has only one add on that is considered to be overpowered. I just am curious if there is a common goal for all the ultra rares to have.
