Ink lion and broken sakazuki bugged

Description of The issue: both broken sakazuki and ink lion increase of activation charge rate to initiate blood fury doesn't take affect so it the same base speed when without them.
Step to reproduce: 1. use both or one of the two add-on. 2. go into a game. 3. Activate blood fury
How often this occur: anytime you use them
