Seeing as the perk isn’t even officially out yet, I think there’s a minor change that could make it better. Add a faster wiggle effect, it doesn’t have to be huge, in fact I was thinking it would be 15% faster at tier 3. As the perk stands now, the more effective wiggle doesn’t do much and the hook aura reduction is so small that it also doesn’t help you to not get hooked (unless you get really lucky and the hooks are really far away).
