buff about level 3 of the perk ruin

I have a suggestion for the game, make the level 3 ruin cause the generators to degenerate at 300% compared to normal speed, as it was in the ptb.

Ruin is strong enough as is right now imo. If it's meta at 200% it doesn't need to be 300%.

That might be a bit too much. The one we have is already pretty strong.
