Game freezes before the full pan to menu happens

When I launch the game the halloween event cutscene plays and then it shifts to the main menu where it does the pan from bottom left to center behind character. Before it gets to the character steam say I have 60fps but the game freezes. The music still plays. I cannot play the game this happens every time.
I have an in i73930k and a 5700xt with 16gb of system RAM and windows 7.
