PC - Frank's Mixtape didn't down a survivor.
Step 1: Boot the game
Step 2: Play The Legion with Frank's Mixtape
Step 3: Stab someone to death
Step 4: Notice that the survivor sometimes won't get downed and is still injured but the deep wound timer disappears
Perks played: BBQ, Pop, Nemesis, Enduring
Map: Coal Tower
Frequency of the issue: First time this happened to me.

Frank s mix tape,,-Allow Feral Frenzy attacks to moderately reduce a survivor s Deep Wound timer.If they run or mend the deep wound timer is hold,if they repair a gen or something else their timer goes down ,this addon jsut reduce the timer .example.. from 10 sec to 6 sec thats all (those values are not correct)

And after you stab them enough times its reduced to 0 so you can down them: https://clips.twitch.tv/MoldyFriendlyPandaSquadGoals and the values are correct it takes 4 hits to down someone with it. 30 divided by 4 is 7,5.
