When can you solve the bug that sometimes nurse cannot use blink?

This problem can't be seen from the screenshot, so I didn't upload the screenshot. When this happens, I can make sure that the number of blink charges is indeed 2. When I press the M2, there are repeated charging sounds, but can’t use power. This situation mostly occurs in the second blink. It happened occasionally since the official server online. Once this error occurs once, it often recurs many times. So it will have a big impact on a game. Have you observed this bug?
