Why can't I post a QnA question?

I wanted to create a question but it brings me to a page that says I don't have permission. I assume this is like a limited time thing where for a certain time before a QnA begins you can post or does it have to do with something else?

Currently there isn't an upcoming QnA so you won't be able to post a question for one until the next QnA is announced.
