Adrenaline being locked from use on all characters but Meg

Here's a quick story of how it happened: I bought adrenaline from the shrine a year ago, it ate 2000 shards and not unlock it, recently as adrenaline appeared on the shrine it has shown itself as unlocked, but I can't get it in the bloodwebs, screenshots of all my perk pages, Meg bio and second most recent bloodweb here.
