NOED Change Idea
Current NOED's description reads:
Hex: No One Escapes Death
A Hex rooting its power on hope. You are animated by the power of your Hex Totem when the Survivors are on the verge of escaping.
Once the Exit Gates Exit Gates}} are powered, if there is a Dull Totem remaining on the Map, this Hex is applied to it.
While Hex: No One Escapes Death is active, Survivors suffer from the Exposed Exposed}} Status Effect and your Movement speed is increased by 2/3/4 %.
The Hex effects persist as long as the related Hex Totem Hex Totem}} is standing.

Hex: No One Escapes Death
A Hex rooting its power on hope. You are animated by the power of your Hex Totem when the Survivors are on the verge of escaping.
Once the Exit Gates are powered, if there is a Dull Totem remaining on the Map, this Hex is applied to it.
While Hex: No One Escapes Death is active, you:
+ ignore Survivors' endurance status effects.
+ Recover from any stun 40% faster.
+ Break Walls and Pallets Instantly (this can be done by adding a new breaking animation where the killer only kick's the pallet/wall once, taking them less than 1 second to finish the animation) OR 50% faster.
+ Vault, Pick up, Drop, Recover from missed and successful attacks 20% faster.
+ Gain a 3/4/5 % buff to your Movement speed.
Additionally, if an Exit Gate's progress is interrupted, that gate's switch will become blocked by the entity until another exit gate's progress is interrupted or opened.
The blocked gate's progress will decrease to zero. Only one Exit Gate switch can be blocked at a time.
If the totem is cleansed, the Hex effects persist for 60 seconds.

With this change, NOED will not be so frustrating to go against, it will give survivors an actual sense of urgency instead of a "risk getting found or leave the teammate behind" dilemma, it'll stop giving killers downs and sacrifices that don't feel fair,
it will benefit killers who both do well or not so well in a match, but Survivors who played well and efficiently will not feel punished by it, instead it will make them actually become scared for their lives and more determined to end chases by escaping. The Killers will actually feel like a menace and will have more room for late game builds and chases, giving them an incredible number of buffs that can be synergized with many other perks. Survivors who have had a fairly pressured match, that did not have time to look for totems, will have more space to look for the totem during endgame. And it will punish survivors for 99% gates.
This new NOED will have synergy with a LOT of perks.
Brutal Strength, Enduring, Save the Best for Last, Fire Up, Bamboozle, Unrelenting, Spirit Fury, Mad Grit, Agitation, Play with your Food, etc.
This new NOED will render Borrowed Time, Soul Guard, Mettle of Man, Styptic Agents, etc useless.
Additionally, the hex will be noticeable individually. Meaning that survivors outside of a chase will not be expecting it even if a survivor has been downed. They will only be notified of it individually when their exit gate switch is blocked, when an endurance effect is negated by a basic or power attack, or when they get downed.
The survivors who do not get notified by it will have to surmise its existence by observing the killer's stun recovery/breaking/picking up/swings speeds, or by seeing if an exit switch is blocked.

Interesting but that is a lot for one perk to do by itself. I would say it would only need the following from your list
Ignore endurance status effect
Gain 3/4/5% movement speed buff
Exit gates passively regress at 1/4 speed (kinda changed it a bit)

well, since NOED is already a powerful perk, I wanted to change it into something fairly similar in strength. I feel like if gates regressed slowly, it would just make survivors open the gate. If they decide to let go of the gate and it gets blocked off, that'll have as much of a "surprise" factor as the current NOED has (maybe only blocking the gates after the bar reaches 50% so as to prevent survivors from tapping the gate at the start of opening it). Of course, I'm saying this assuming your suggested change removed the whole "blocking the switch" feature, if not, then I wouldn't mind it going down at 1/4 speed instead of going down to 0 immediately. However, they'd still have to find the totem or open the other gate in order to stop the regression, and by the time they do either of those, the gate will most likely have reached zero...
I feel like just the movement buff and endurance neutralization isn't strong enough to compare to current NOED. It won't feel like a second chance perk, instead it'll just become another situational perk. Right now, current NOED, just from having infinite exposed, already feels like it's "a lot to do by itself" IMO. Which is why I added all those buffs to compensate for the replacement of exposed. You sacrifice using only 3 perks during a match, to acquire the equivalent of 5+ in end game.
EDIT: I wanted to compare it to how Jason from F13 the game has the anger mechanic where he starts walking through doors and walls and stuff. It'll make survivors poop their pants.
Also, I came across a post suggesting a new status effect for killers titled "Enraged" which gives the Killer more or less the buffs that I'm suggesting here. So, maybe new NOED can give killers infinite Enraged status.
