Exactly how does decisive strike work?

I like to watch otzdarva and I see in a lot of his videos the second he picks someone up, they decisive him, but in the description for decisive strike it says "After being unhooked or unhooking yourself, Decisive Strike will become active and usable for 40/50/60 seconds.

While Decisive Strike is active, when grabbed by the Killer, succeed a Skill Check 

 to automatically escape the Killer's grasp and stun them for 5 seconds."

even if he dosent tunnel they still decisive him, so whats going on?

    Decisive Strike does what it says. After being unhooked or unhooking yourself you are immune from being picked up for 1 minute, and granted a 5 second stun forn free. There is no other prequerities.
