saboteur broken (not working)

was using a saboteur green II perk, running breakout, spine chill and resilience. I couldn't sabotage any hook in both maps i tried it on, there was no option to sabotage popping out when i was in front of a hook. Only occasion i actually got to sabotage was when i had just unhooked someone and clicked M1 to heal him and my character started sabotaging animation putting the perk on cooldown...
