Nurse's Terror Radius.

I just had one game against Nurse and she didn't have any perk/addon that decreases her terror radius, so my question is that am I the only one experiencing her very low terror radius at times and is this a bug?
She just literally teleported almost next to me, but I had no idea she was there until I saw her.
This happened in one of the new MacMillan maps.
It was confusing first, I thought she had some sort of perk/addon but she had nothing that reduces her terror radius...
any idea what is going on?
