4.3.0: steam: generator spawned in "on" state

this generator in the high school was in the "on" state when the match started, with full lights and "running generator" sound. it had a red outline, though, and survivors could repair it, but I couldn't kick it.
in this screenshot, it is still not repaired; the one repaired generator is elsewhere.
