Haste stacking causes issues with perk combos

Certain perk interactions with Haste cause one or more perks not to work. For example: Blood Pact sometimes prevents Sprint Burst from giving it's speed boost, and just exhausts you. Additionally, Hope overrides the effects of Blood Pact, causing it to deactivate.
