No Blighted Generators Spawn on Midwich Map

I just played a game with 2 Pustula Petal offerings (both from survivors) which should add up to 3 blighted generators. I searched the entire map while using a map, checking 6 generators (one had already been completed and I was not paying attention to the scoring event, nor did I think to find it) and none of the 6 I checked were blighted. Either Blighted gens cannot spawn at all on Midwich, or one spawns and the event offerings have no effect.
