What the heck is this? (I don't know what to put here, sorry.)
I'm not sure if this is a bug, hack, exploit, whatever. Oddly enough, this happened earlier today, but it brought me into what I'd assume a testing map?
Notice how in the video, I try downing the Feng, but she immediately comes back up (this has nothing to do with for the people). I did this multiple times on Nea before I started recording it, so I know that it's not just the Feng, it probably affected all of the survivors.
Later today, the same thing happened again, but the map was unaffected. The game went by normally, until the EGC began. Chased Meg when she was injured, downed her, and then immediately went back up. I kept doing this, but it was impossible to pick her up because of how fast she kept getting downed. And then, the last time I downed her, she went back up two health states back to the normal state, and then pointed at me and escaped the trial. I don't have proof that this happened so I apologize, but I stg I saw it happen and I'm so confused right now.

It is one of two things:
a perk from Bill Unbreakable: Grants the ability to fully recover from the Dying State once per Trial.
OR
They used a medikit while healing the downd survivor and used an insta heal

Unbreakable isn’t that fast and insta heals don’t do that anymore. You also can’t use items while downed.
These guys got into an unintended map, there’s no way around that.

To be fair, the gens in this map are pretty close to each other and are easy to find due to how small the map is. You're right though, I don't think the survivors did the gens.
