How to ACTUALLY buff Forced Penance

Forced Penance
Those who stand in the way of duty will suffer harsh judgement.
Survivors who take a Protection Hit are inflicted with the Broken Status Effect for 60/70/80 seconds. Affected targets suffers moderately (+5%) from an extra Hindered Penalty when they are broken. (note: they move at 95% for 60/70/80 seconds).
This perk should make broken survivors affected by forced penance to be more vulnerable to the killer. Simply leaving only the broken effect won't do much. Survivors know what to do in those situation, but with the hindered penalty they can be caught more easily and they won't start chases with you just because they want to.
