The Twins suggestions
Soo... I've been playing the Twins for a while now, both on PTB and the live version. I don't think anything major should happen to Victor as the power itself is pretty solid. The pounce isn't stupidly broken (at least I don't think atm) and Victors pounce isn't terribly weak either. That said, there are definitely some flaws and in my opinion they could use some small tweaks, hence I made this suggestion thread. Most of these suggestions aren't really buffs but more so QoL changes. As a result I don't believe these suggestions would have a big impact on the survivor gameplay but will have a noticeable impact on the killer side.
I'm not going to talk about the locker problem because they're going to fix it and I think it's going to be solved when these changes go live.
Transition time
First I'd like to talk about the transition time. When you switch from Victor to Charlotte, your camera is stuck and you can't move for a while. The transition time feels so sluggish a lot of the time. I'm not suggesting it should be instant, but a slight adjustment in time would do a lot for The Twins.
Recalling Victor
Again another QoL change. Being able to call Victor back isn't going to break the game; the pounce ability isn't that strong. Sometimes Victor is just on the other side of the map making it impossible for you to use your power when you're chasing a survivor yourself. By making this change the killer will also have to make a tactical choice. They could keep Victor on the other side of the map for if they want to get quickly to the other side of the map and pressure over there, or if they want to use their ability right now to help them get the down on the survivor they're chasing currently and try to get pressure that way.
It's a gamble that rewards skill and knowledge of the game.
Kicking Victor
Kicking Victor is nice counterplay for the survivors. I think it's necessary because Victor can't just start running around and downing survivors without the fear of being kicked in the face. The problem here lies when survivors group up. If you miss your pounce, then the survivors should be able to take advantage of your mistake. That's how game balance should work: if either side makes a mistake, other side should be able to capitalize on it. However, when survivors are together, it doesn't even matter whether or not you hit your pounce successfully. You're going to be kicked either way which in my opinion is ridiculous. The fact you're not being rewarded when you successfully land an attack but instead get punished as if you made a mistake is just bad game design. What's even the point? Is pairing up as survivors just supposed to completely counter a killers power?
I'm well aware that unless you make Victor instantly down people, which is a dumb idea, (or the survivors are already injured) pairing up will always counter the killer to some degree. Because if one of the grouped survivors is fully healed they could just take the hit and you'll lose Victor anyways in the process, but the damage Victor can do and the threat of being injured while working on a gen would improve the ability massively as you can't just completely nullify a successful attack on an injured survivor by getting rid of Victor so easily.
I suggest either completely removing the ability for survivors to kick Victor after a successful hit or at least make the timing shorter of when you're able to kick him.
Holding Victor hostage
Let's face it. While the devs did address this issue, the changes they're introducing aren't going have a big impact on this game for simple reasons. There's no eminent threat of holding Victor hostage. Only after 45 seconds is there even remotely of a threat of holding Victor. After 45 seconds, you can see the aura of the survivor holding Victor. Let me put that in perspective for you. That's either a gen lost without you being able to use your power when 2 survivors are working on the same gen or half a gen when it's just one survivor working alone on a generator.
The change won't affect SWF and confident survivors either, both of which you face quite a lot in red ranks. Some SWF and confident survivors have OoO already. The killer can already see the aura of one specific survivor. What's the point of being able to see their aura with Victor? Even if there's no OoO in the game, if you're confident enough, you can just go to a strong part of the map when carrying Victor and the killer will be forced to follow you there if they want their power back.
My suggestion is the following. Make carrying Victor an eminent threat. Make it similar to Deep Wounds: after so many seconds of holding Victor, he downs you. This way less experienced survivors won't be able to take your power away for at least 45 seconds and the confident survivors aren't going to be taking away your power until you either down them or they decide they had enough fun babysitting Victor.
A neat little buff would be to make you able to see the survivors aura or killer instinct when you hit them with Victor. It's not going to be overpowered or even remotely strong because the survivor will be forced to throw Victor of anyways. In other words: the amount of information you're getting from this change would be limited.
The only reason I'm suggesting this is for a sense of direction. Again, it's not going to impact the game by a lot because killers with a lot of knowledge about the game already have this sense of direction. It's just a nice change keeping the more casual players in mind, while in the meantime the survivors side of gameplay won't be affected by a lot if it were introduced.
Conclusion
These were some suggestions that mostly won't impact the overall gameplay a lot. The pounce attack remains the same. The only things that's going to impact the gameplay to some degree are my suggestions for holding Victor hostage and kicking Victor. The power won't be in the hands of the survivors side anymore, allowing the killer to decide for themselves whether or not they want to use their power in a situation. Seeing how this is the case with practically any other killer in the game, I really don't see the big problem by making this power more aligned with the others. Especially because Victors pounce ability isn't amazingly strong either.
For some reason this killer has so many limits when it comes to using their power, but their power isn't even incredibly strong like Spirit or Nurse.
