Server issue, connection issue or cheating?

I'd like to know what this is. I'm on ps4 and I have my crossplay enabled. Once in a while I will see a survivor disappear and reappear like this, as well as strangely interact with the environment as seen in this clip. So anyone have a clue as to what this is?

Laggswitching and actual laggs are distinguishable mostly by their results, and this player looks like someone with poor connection.
You can check players'ping in-game to see what's going on, btw.
