Generator done without survivours

I was playing as Legion today and there was generator started by survivours. I was breaking it so there was nobody around it or on it. Yet WHILE I was breaking it, it got finished and powered gate.

When survivors complete the final generator it shows that all gens are complete, so they probably completed another generator which prevented your interaction with that one.
