The Twins feel like their kit is incomplete, Charlotte needs more substance.
There is a lot of complaints about the Twins right now, and even though they are not considered by some to be strong (I disagree), it mostly boils down to the fact that all their power is front loaded into Victor, while Charlotte has very little going for her.
Because Victor can't hook survivors, every time he gets a down, Charlotte has to walk all the way to the survivor before they can hook them. Since this wastes so much time, this has led to the now meta strategy of just slugging everyone with Victor and forget about hooks. I don't mind slugging but it does feel a bit stink to have to do this to stand a chance with The Twins sometimes.
The most useful thing you can use Charlotte for is to defend objectives; gens, totems and hooks. People absolutely hate this aspect because when I say defending objectives, other people hear "camping". Yes the Twins are a campy killer; they can be in two places at once, and so being campy comes with the territory of defensive killers, same as Hag, Trapper etc. If you don't defend objectives like hooks with Charlotte because of some noble code, you are only hurting yourself, She has literally nothing else she can do.
How would I propose fixing this? here's my two ideas:
- Give Charlotte basic AI to follow Victor. This would solve their biggest issue, which is that killers don't want to spend half a minute just to hook a survivor. This would also help to encourage killers not to camp with her as she can be an asset to further chases. Now I'm not sure if it would be better to let the player decide to keep her idle, or if it should be forced. If she was forced to follow you then that would eliminate the camping problem completely, but that feels like it would gimp the twins ability to be in multiple places.
- Charlotte can see the auras of survivors he has pounced immediately. This helps to emphasise teamwork between the Twins, as having wallhacks while chasing a survivor is extremely dangerous for mindgames, and with Charlotte being able to follow Victor, swapping to her to deal the final hit isn't as time consuming. This would also discourage misinformed survivors from "kidnapping" Victor, which is a dumb tactic that hurts your team more than it hurts the killer and you should stop doing it.
Now, I understand that adding AI is an extreme amount of work to do, and this will most likely never happen. Still, as of now, this chapter already feels rushed. The twins currently promote two of the most frustrating things survivors have to deal with, because Charlotte feels like an afterthought. If they gave Victor the ability to hook survivors and removed Charlotte all together, people would probably have liked this chapter more than they do now.

I think all she needs is the ability to throw victor as though he's leaping when he's attached. Adding that would give them more power when linked and give more of a reason to summon him back.
