Unlocked perks

grinding to unlock perks is completely useless. The point of unlocking them is to be able to get them with a character it doesn't come with. I have to level up 70 levels between 3 characters just for 2 character to get self care. Every single other perk possible makes sure it shows up. I have 3 unlocked perks in total but none of them show up.. Completely ridiculous. This games constant issues and inconsistencies is really pushing me to Uninstall and never look back. I play for hours every single day for over a year now. I use my money to buy stupid cosmetics. I'm sick of this bs and I'm gonna go elsewhere. It's always the same bs where you didn't know about it or you're working on it and never do. Literally older games don't have near as much issues.
