Various quality of life improvements to The Legion
Legion is an underrated killer who is simply hard to get into due to how punishing it can feel to mess up with their ability, and is often considered boring for both sides. Here are a bunch of simple improvements that won't really change their base functionality too much, but would offer far more variation in how The Legion can be played and would make them more accessible to certain players.
BASE KIT
- Reduce fatigue to 3 seconds (the one change basically everyone agrees on, currently Legion is punished as much as Nurse for using their power, but not nearly as heavily rewarded for using it well, the addons can be adjusted to prevent an overly brief fatigue)
- Allow Frenzy to begin recharging as fatigue starts rather than when it ends (Legions power on paper has a 20 second cooldown, which is already lengthy for its sort, but really it's 24 seconds since it only recharges after the absurdly long fatigue, it only makes sense for it to recharge during fatigue with that in mind)
- Increase speed to 5.4m/s (Ever since the whole dilemma with everyone thinking the speed was bugged, I sort of saw it as an indication that Legion may not be quite fast enough if we can barely distinguish it from base killer speed, doesn't need to be massively faster, just enough to make the boost feel a bit more significant)
- Decrease Frenzy duration by .5 seconds ( just compensation for the speed increase, likely unnecessary, but it's something they would probably do anyway)
- Remove power gauge depletion on basic attacks (pointless mechanic that doesn't really help survivors or limit Legion from being too strong, players could make up more interesting and thoughtful uses of Frenzy if this dumb mechanic was scrapped)
ADD ONS
- Fuming Mixtape - keep current effect, but add in an extra bonus: Frenzy can be activated if the bar is over 50% (this addon isn't awful but it's not enough to qualify as ultra rare, the added effect rectifies this and allows the player to better utilize the original effect)
- Joeys Mixtape/Cold Dirt - either adjust values(Cold Dirt - .4 second reduction, Joey's Mixtape - .2 second reduction) or change the effects to: Cold Dirt - Replaces killer instinct with auras, Joey's Mixtape - increases killer instinct blip frequency.
- Julies Mixtape - Feral Frenzy is not cancelled by missed attacks, but lunging is disabled until the gauge is under 25%.
- Susie's Mixtape/Never-Sleep Pills/Friendship Bracelet - Replace effect with: increases terror radius in frenzy by 4/8/16 meters, and decreases terror radius outside of frenzy by 2/4/6 meters. (highest values relate to highest rarity)
- Smiley Pin- applies blindness on all Frenzy attacks.
UPDATE: the changes to Frank's Mixtape and Stab Wounds Study that I suggested are now redundant as both of these addons are getting changed with the upcoming deep wound changes.

Yeah, I agree with almost everything here.
But what's the point in even trying to give suggestions when the devs apparently think he's totally fine... I've lost all hope. We're stuck like this so we ought to make the best of it.

You're 100% right about the duration decrease, it's just there because the devs would probably try to compensate even if it's unnecessary (Most can agree the 2.7.0 change was vastly overcompensated with the various nerfs)
You're wrong about stab wounds study though, you can stop the timer by literally just running if you hear the heartbeat, and the amount of bleed out lost by it is only significant if Legion Feral stabs you multiple times to reset mend progress(which can guarantee you distance and wasted time for the killer) since the absolute max amount of time you can lose while mending is 12 seconds, although it would likely be even less if found by the killer before the survivor finishes mending. If the survivor decided to ignore deep wound to finish a gen however, then they might be in trouble IF Legion decides to frenzy them again. With Frank's Mixtape, it certainly becomes stronger, but I wouldn't say it's heavily abusive, with downs only really taking less hits but not exactly less time since the survivor would likely need their mend progress to be reset at least once for stab wounds study to remove enough bleed out to make a difference(and they would have to be let go to mend again in most situations), but the combo does allow Legion to greatly punish people that start mending the moment he looks away and people that do gens while deep wounded to an even greater extent. In the end, I wouldn't consider it abusive because the decisions of the survivors ultimately determine how much of an impact the add on(s) actually has.

Nope, stab wounds study is a very big problem with your suggestion for franklin's mixtape. You just need to stab a survivor 2 times whilst in deep wounds with frank's mixtape in frenzy, stab wounds study will make you go down since it takes 12 seconds to mend yourself and you have 10 seconds left on the timer left (30 secs - 2 * 10 seconds of frank's mixtape), EXCEPT if you get mended by other people, though you can easily lose 2 seconds by standing still for a few moments.
