Today I had a match where there was a Rank 3, 2 and two Rank 1's and I got into this match after searching for less than a minute. I am Rank 13. I can't imagine this is intentional, so it has to be a bug. The only other time I have had this occur is when there was a SWF with one low-ranked person.
