Territorial Imperative Tome not working

When doing Tome 3, page 2, the task of Violent Imperative, it does not work. I have done this as Huntress twice now. Once on Hawkins and I hooked multiple people in the basement. Second time was on Family Residence as Huntress, I made sure to hook 3 different survivors in the basement once each and didn't hook any more down there. It still isn't giving me the progress on the challenge.
