Pay attention to the meta perks at last.

This is especially true for survivors, approximately 6-10 perks (out of 86 available to them) are far ahead in the frequency of use. It is not necessary to make the rest of the perks stronger, but make some at least equal in attractiveness, the game should be more varied, should grow and change to some extent. It is not the players' fault that they choose the best perks, it is your fault that you are not giving them a decent choice.

Or you can take a different route and nerf existing meta perks. But so far nothing really noticeable is happening in this direction, just marking time (oh, look, we have reduced the time for a pebble), this is not a serious approach.
