Territorial Imperative not procing\ Violent imperative not working

First bug: When using the perk Territorial Imperative ( 3rd tier) today I was a good 60 meters away from the basement no other survivors were in the basement just the one survivor I had hooked. There was no cool down as it did not proc at all.
Second bug: (Tome 3 escalation- level 2) Violent Imperative is not being achieved even after I had hooked 4 times in the basement.( Only need to get three hooks while using territorial imperative)
