Killer perk feedback

This perk's focus is to not get gen rushed throughout the match. The idea is there, but not sure what the best effect would be.
When a generator has been completed, a [X] second timer counts down. If another generator has been completed during this count down, (possible different effects)
1) this perk cools down for [X] seconds and the entity blocks 3 random generators until another generator has been finished.
2) the entity blocks that generator, a dull totem becomes lit, and that generator does not count towards the remaining generators to escape. When this generator is blocked by the entity, it loses [X]% progress (like Ruin). When the hex totem becomes cleansed, the entity unblocks that generator. If there are no dull totems left on the map, a new one is created.
Not sure about timing with [X]. What are your thoughts? Too powerful? What would you change?
