Camping Killer Penalties
Camping at low ranks due to the new players and salty people is unreal. I know they get docked points if they camp but they need some in game penalty for doing it.
Something like "the entity doesn't like you being close to a hooked survivor so after X amount of time you get a speed / vision / damage penalty"
If they are by the hooker survivor because they are chasing or breaking a gen / pallet it should not count that time as that's real game play and not just sitting camping.
When I first played I thought I was supposed to camp so I did it for the first few games before I saw I got points away. There is nothing that directly tells you this so I see why new players do it. Then people get mad about playing with a camper and go play as killer and camp and it just adds to the cycle.

Survivors should be docked points for staying too close to a generator for too long.
Also, they should get a matchmaking ban for a bit if they unhook too many people too fast.
While we are at it, survivors should gain penalties for hiding from a killer for too long; or doing too many generators too quickly. If two generators pop too close together, all survivors become exposed for 120 seconds! /s
You see the problem is you want to punish literally every killer; if they happen to be doing their objective. Survivors swarming the hook, guess I have to lose points and get all those debuffs because THEY are messing up.
Sure a bubba who just sits on the first person he downs and does literally nothing else is just dumb; but if you want to solve that problem you'll have to come at it from a reasonable direction, not something comedically ridiculous.

Survivors need to do gen in order do escape. However killers need to hook 3 times survivors in order to kill. Camping and tunneling only feed your ego

They are literally the objective a lot of the time. It has nothing to do with ego if I can kill an out of position survivor I WILL do it.
You want to outright punish players for simply doing their job, and literally render the game entirely unplayable. What you are asking would literally kill the game within a few weeks that is how bad that would be; because the role would be made entirely impossible.
If you can't see the honest to god problem with that, there is no discussion to even be had here.

Killers don't need to hook survivors 3 times in order to kill them. Just need to hook once and keep them there for 2 minutes

too bad survivors would just abuse them so theres no way you could ever do it.

There is a penalty, it's called "DO GENS!"
If a killer is camping punish them by doing the gens or if you're feeling altruistic, run BORROWED TIME than.
Also hook trading is a strat that gives survivors more time to do gens.

Well, the best camping hook punishment is either.
A. Gen rush the Killer so hard they cant see straight..Since, usually takes 240 seconds for a person to die on a hook and It takes 80 seconds to do a gen..Even If only 2 people do gens and one goes toe save the Other..that is enough time to have 4 gens done. This is not including perks which speed up gen time.
or
B. Run Borrowed time If It hurting people that much...Since, even If one person can get a BT off you will be fine..Worst case is the Killer grabs the person but If the Killer is walking off with them the other person can be saved..
or
C. Run Deliverance and when the Killer gets his eye off you for a second..unhook yourself...(This will make A less doable however)

Camping penalties matter at high rank. Pipping is already hard as Killer- you need to be efficient enough to pip, but allow survivors to unhook in order to get full devout emblems WITHOUT losing Chaser points from proximity to hooked survivor or dropping survivors (yes, intentionally dropping survivors loses you points, so if you get bodyblocked enjoy your black pip). Rankwise, you are covered.
Also, I must repeat in unison with other people, just do gens. Generator speeds are absolutely ridiculous, maps often spawn multiple safe structures an pallets. Either you're able to harass a camper off hook long enough to get a save while gen rushing them, or you can straight gen rush them and win. It's up to you to make it not worth for the killer to camp, just like it is up to the killer to make you wary and vulnerable while unhooking
