    Currently there's a weird pattern resulting in most perks appearing in bloodweb twice in a row, so by level X you have less variety of perks than before, but they are mostly lvl 2-3.

    It has not been commented officially yet, so it's unclear whether this pattern is a bug or a new feature.

    Yes, completely random.

    well there is a fixed number of perks available

    and you get from certain rarities only a certain amount of items per bloodweb, eg you only get 0-2 items with pink rarity, but what exactly those pink ones are are random
