Blocking someone in-game

During both the lobby screen and the end game score card, there is an option to block other players in-game. What does this do exactly? Does it stop you from playing with/against this person at another time? Or does it just stop them from messaging you or joining you through the game's menus? Or, is it just there to make you feel all warm and fuzzy, and does absolutely jack?

    I believe it does the second option, making it so they can't message or join you, although I could be wrong and if someone says otherwise I'd take their word for it.

    I know for a fact however that it definitely is not the first one.
