How to Properly Nerf DS While Still Having it be an Anti-Tunnel Perk

I'll keep this fairly brief because this could get really long, really quickly:
1) Reduce the timer from 60 to 30 seconds after an unhook.
- if a survivor is not tunneled, their perk now will run out very quickly and the edge cases of getting DS'd at 58 seconds will no longer happen
- if a survivor tries to locker DS, the killer will have to wait far less time and can do other things for a little bit before coming back
2) If the unhooked survivor gets chased, the DS timer will pause until the chase is lost.
- for a survivor who is actually being hard tunneled, 60 seconds is nothing; a chase can last far longer than that and their timer will usually run out just about or long before they got caught.
3) If the unhooked survivor gets downed in those 30 seconds, the timer remains paused.
- In the same vain as #2, a way so that someone who hard tunnels can't just leave someone on the floor for 30 seconds to counter it.
4) If a survivor is the last person in a match, DS starts counting down again (from whatever time the perk was frozen at).
- This way in a 2v1 situation, a survivor with DS can't just keep it "forever" while on the floor. In essence, it's an anti-cheese stipulation that means the killer isn't forced into slugging the last guy for 3 minutes.
