PC Hillbilly with Apex Muffler add on has permanent silent chainsaw
Just encountered a Hillbilly with the Apex Muffler add on which made his chainsaw silent for the entire round even within his terror radius. I have several clips in which the TR/ heartbeat can clearly be heard but the chainsaw makes no sound at all.
The killer's build was BBQ, Tinkerer, Pop and Corrupt. Add ons were Apex Muffler and Dad's Boots.
Tinkerer was working just fine, so it can't be because of that.
Don't know if my teammates had the same issue since they were all on console.

I'm having this problem too. No undetectable addons or perks, the Hillbilly was running the Apex Muffler and engravings. I was in the middle of chase and hearing his heartbeat, but chainsaw is completely silent. I also observed him outside of chase, heard his TR but his chainsaw sprint was completely silent.
